Croatia choses new contractors for Hrvatski Leskovac – Karlovac section

HŽ Infrastruktura has selected a new contractor for the reconstruction of the existing railway line, the construction of a second track, and the electrification of railway line M202 on the section Hrvatski Leskovac–Karlovac.
The project, estimated at €255 million excluding VAT, was awarded to the Spanish company Comsa. Its bid was the second lowest and amounted to €278.8 million excluding VAT, or €348.5 million including VAT.
The decision comes after the State Commission for the Supervision of Public Procurement Procedures (DKOM) annulled, at the end of December 2025, the decision on the selection of the contractor made by HŽ Infrastruktura in June 2025.
At that time, it should be recalled, the contract was awarded to the Turkish company Dogus Insaat ve Ticaret A.S. and the Zagreb-based company BK Montaža. Of the six bids submitted, theirs was the lowest and amounted to €225 million excluding VAT.
The procedure for the 44-kilometre-long section began in November 2024, and whether this will mark the end of the case will be known after it becomes clear whether anyone will file an appeal with DKOM against HŽ Infrastruktura’s decision.
